The Minnesota Office of Cannabis Management's first 2025 license application round offers renewed opportunities for coveted licenses across the cultivation, manufacturing, and retail sectors and beyond. But, with Social Equity Verification only open from January 15th–30th, and the General Application Submission period running February 18th–March 14th, applicants must act swiftly to prepare comprehensive, compliant submissions.

Social Equity applicants include those meeting any one of the following criteria:

Cannabis-Related Convictions

Individuals convicted of cannabis-related offenses prior to May 1, 2023.

Immediate family members or dependents of individuals convicted of such offenses.

Military Service

Military veterans, including service-disabled veterans and National Guard members.

Veterans who lost honorable status due to cannabis-related offenses.

Residency in Disadvantaged Areas

Residents for the last five (5) years in areas with high cannabis enforcement, poverty rates, or low median family incomes.

Areas where at least twenty percent (20%) of households receive SNAP assistance.

Areas identified as highly vulnerable according to the CDC's Social Vulnerability Index.

Emerging Farmers

Individuals who have managed a small farm (gross sales between $5,000 and $100,000 in the prior year) for at least three (3) years.

*For business entities, the above criteria must apply to at least 65% of the controlling ownership.
