Massachusetts Medical Marijuana Licensing

Application Process to Become a Registered Medical Dispensary in Massachusetts

In Massachusetts, both medical and recreational use of marijuana is permitted. Entities that wish to operate medical dispensaries in Massachusetts must apply to become Registered Medical Dispensaries (RMDs). There is forced verticalization in Massachusetts. This means that RDMs must (1) dispense, (2) cultivate, and (3) process marijuana for medical use. An RDM may not engage in only one or two of these activities, but rather, the RDM must engage in all three. Applications of intent are currently accepted on a rolling basis. An applicant may apply for up to 3 certificates of registration.

How to Apply

  1. Complete the Application of Intent
  2. Attach a copy of the Corporation's Certificate of Good Standing
  3. Attach financial account summary or summaries
  4. Attach a bank or cashier's check for $1,500 made payable to the Commonwealth of Massachusetts
  5. Attach the Remittance Form: Application of Intent.
  6. Submit the materials listed in points 1-5 to:

If Invited by the Commission to Submit a Management and Operations Profile

  1. Complete the Management and Operations Profile
  2. Attach a copy of the Corporation's Articles of Organization
  3. Attach a copy of the Corporation's Certificate of Good Standing
  4. Attach a copy of the Corporation's bylaws
  5. Complete the Employment and Education form
  6. Attach a bank or cashier's check for $30,000 made payable to the Commonwealth of Massachusetts
  7. Complete the Remittance Form: Management and Operations
  8. Complete the Character and Competency form(s) that are appropriate for your application: individuals and/ or entities
  9. Attach a sealed envelope with the name of the Corporation and marked: authorization forms. This envelope must contain the background check authorization forms and background check fee listed below.
    1. Background Check Authorizations cover sheet
    2. CORI Acknowledgement Form (one for each individual)
    3. Disclosure and Acknowledgement Form (one for each individual)
    4. Release  (one for each individual)
    5. A payment of $395.00 must be submitted for each individual submitted for a background check. A payment of $250.00 must be submitted for each corporate entity submitted for a background check. A check for the total amount must be made payable to Creative Services, Inc.
      1. If an individual associated with a proposed RMD is deemed unsuitable, the RDM may elect to remove that individual from the application and submit a different individual for the proposed role during the application process.
    6. Submit the materials listed in points 7-15 within 45 days of receipt of invitation letter to:

  2. Attach Evidence of interest in property, by location
